Southern Ave CIR 

Summary

The Southern Avenue Arterial Reconstruction project rehabilitated approximately 1.75 miles of a key Mesa corridor carrying 20,000–25,000 vehicles per day. The roadway varies from five to eight lanes through the project limits. The existing pavement section—about 5 inches of asphalt over 6–10 inches of ABC — 4 inches of Cold In-Place Recycled (CIR) asphalt, and a PMTR surface course (PG 76-22, ~2 inches).

The CIR process reused 100% of the existing asphalt in place, reducing trucking, material waste, and emissions while delivering a long-lasting, smooth-riding pavement. Additional improvements included ADA ramp upgrades, lighting enhancements, drainage adjustments, and the use of a Void Reducing Asphalt Membrane (VRAM) at longitudinal joints and curb lines to enhance joint performance and long-term durability.
